Value Match Supply Agency Staffing Framework
What it is and how it works for schools and trusts

Teachers Together is an approved supplier on the Value Match Supply Agency Staffing Framework. We are also named as a supplier on Government Commercial Agency's RM6376 Supply Teachers and Education Recruitment framework under Lot 1. This page explains how the Value Match framework works and what it means for your school or trust.

What is the Value Match framework?

Value Match Sustainability Services works with schools and trusts on procurement. Its Supply Agency Staffing Framework gives schools and trusts a route to buy agency staff from approved suppliers. Value Match supports customers and suppliers throughout the process, including drafting the contract and preparing the notices that the Procurement Act requires. Value Match provides its support free of charge to schools and trusts.

How it works

We can put you in touch with the Value Match team, or you can contact them directly.

  1. The school or trust signs an Access Agreement with Value Match.

  2. On confirming the award, the school publishes a UK6 notice, with Value Match’s support.

  3. Value Match drafts the contract between the school and Teachers Together and sends it for signature through DocuSign.

  4. Once the contract is signed by both parties, the school publishes a UK7 notice.

  5. We then work directly with you under the agreed terms.

  6. Notices are published where the Procurement Act requires them. Value Match can advise on whether that applies to you.

What stays the same

You deal directly with your Teachers Together consultant for vacancies, candidates, bookings and invoices. Every worker goes through the same safeguarding and pre-employment checks, in line with Keeping Children Safe in Education (KCSiE). Teachers Together employs its members directly through PAYE and does not use umbrella companies.

Rates

The Value Match framework aligns agency rates with those set out in the DfE agency staffing mandate across all Teacher, Support Staff, Senior Leadership and Admin roles. We can provide bespoke Teachers Together’s Value Match framework rates on request.

Why this matters now

From Autumn Term 2026, academy trusts must use the GCA Supply Teachers and Education Recruitment framework for supply staff, unless they have an alternative compliant agreement with rates that do not exceed those available through it (Academy Trust Handbook 2026, paragraph 2.28). We are also seeing more schools and trusts limit their preferred supplier lists to agencies available through a recognised framework.

What the DfE says about alternatives and existing arrangements

The DfE's guidance on the supply staff mandate sets three conditions for an alternative route. It must be in line with the Procurement Act 2023, it must respect the relevant financial thresholds, and it must not exceed the rates available through the GCA framework. The DfE has said it will not force trusts to exit an existing compliant contract.
